How SUDenergie and its municipal partners expand solar generation
In 2025, SUDenergie reached another milestone in the development of photovoltaic energy in Luxembourg, commissioning 19 new solar power plants, including 10 in the municipalities of Roeser and Differdange. This achievement reinforces SUDenergie's role as a trusted partner for municipalities seeking to expand local renewable energy generation and advance the energy transition. Jean-Marc Feiereisen, Head of Strategy and Projects, reflects on the key stages of this deployment and the approach that continues to deliver tangible results for municipalities.
Strategic support for municipalities
At SUDenergie, a photovoltaic project goes far beyond the installation of solar panels. The company provides comprehensive support throughout every stage of a solar project, including:
- assessment of the photovoltaic potential of buildings;
- technical and economic feasibility studies;
- coordination of all stakeholders (architects, contractors and grid operators);
- administrative management;
- support before, during and after installation works.
This integrated approach ensures that photovoltaic projects are carefully planned, efficient and sustainable, creating value from the very earliest stages of development.
Every project begins with a detailed assessment of a building's solar potential, helping to identify the most suitable installations while providing municipalities with a solid foundation for future projects.
As Jean-Marc Feiereisen explains:
"The value we bring extends far beyond the installation phase. It begins with the analyses we carry out before any work starts. The results are made available to municipal decision-makers, even when a project cannot be implemented immediately. For example, if a site has to be ruled out for technical reasons, the municipality can revisit the study at a later stage, particularly if future building modifications create the conditions for a photovoltaic installation."
Roeser: a long-term vision for municipal solar potential
In Roeser, this approach led to the assessment of 24 municipal buildings, each supported by a detailed analysis report.
The study resulted in six installations being implemented immediately, while the remaining assessments provide valuable guidance for future developments and a robust basis for municipal investment decisions.
Drawing on years of experience, SUDenergie adopts a holistic approach to photovoltaic project management, combining reliable simulations with ongoing technical support throughout the lifetime of each installation.
By bringing all aspects of a project together, SUDenergie helps municipalities reduce costs and streamline implementation. One way this is achieved is through the creation of synergies with other planned works:
"For example, scaffolding can be used both for a photovoltaic installation and for façade renovation works. Likewise, electrical upgrades can be designed to accommodate future requirements, such as electric vehicle charging infrastructure," explains Jean-Marc Feiereisen.
For installations on buildings still under construction, SUDenergie ensures close coordination between all stakeholders involved, including:
- consultation with architects;
- coordination of schedules across the different trades involved;
- technical coordination with the grid operator.
The team actively participates in site meetings to ensure projects are delivered efficiently and according to plan.
This coordination capability proves particularly valuable when managing large-scale and technically complex photovoltaic projects.
The results achieved in Differdange highlight the impact of this coordinated approach. In 2025, the photovoltaic installations commissioned across the municipality represented a total installed capacity of 1,298.8 kWp, across several key municipal facilities:
- Fousbann and Um Bock schools;
- Aquasud swimming pool;
- municipal workshops.
"These achievements demonstrate SUDenergie's ability to deliver complex projects, including in sensitive environments where rigorous organisation is essential, such as schools," highlights Jean-Marc Feiereisen.
Maximising the value of locally generated electricity
Beyond installation, SUDenergie also supports municipalities in making the most of their photovoltaic electricity production.
Drawing on its in-depth knowledge of the energy market, the company offers solutions tailored to the specific needs of each project, including:
- self-consumption schemes;
- investment models;
- financing solutions.
Self-consumption, in particular, enables municipalities to use the electricity they generate directly, reduce energy costs and contribute to the objectives of the Climate Pact.
